Add private load-balancer VLAN

Remi Rampin requested to merge load-balancers into trunk

This adds a second tagged VLAN to the load balancers, VLAN 1195. Similar to the public load-balanced IPs, this is on a separate tagged VLAN.

Needs testing. Maybe the Ansible config should be made generic to support any number of VLANs rather than using those duplicated public_*/privatelb_* variables.
