CI/CD Docker Images for corelink server

Add a child pipeline for building corelink server docker using the existing Dockerfile and pushing it to the registry. The child pipeline is only triggered when there's a commit to corelink repo's dev branch

@si2073 could you take a look at the changes and see if it lines up with what you expected?
