Public access to load balancer

Follows up on #3 (closed): we are currently set up but with a private IP.

• Get a public IP: 216.165.12.42
• Make IP accessible from some worker machines
  • Configure VLANs on switch
  • Configure VLANs and routing on machine
• Open firewall
• Get wildcard domain for load-balancer IP: *.hsrn.nyu.edu (wildcard but some other things are there)
• Get certificate for the wildcard domain
